福氣委託行 Commission Store

委託行街區是基隆目前四大創生基地之一，鄰近基隆火車站，擁有悠久豐富的歷史與文化內涵。

福氣委託行故事館就在委託行街區商圈裡，共有二層樓。

一樓右側牆面是由坎城創意節設計師李沁精心繪製，以時下流行的穿越故事進行包裝，讓人深入了解委託行街區的過往歷史與演變。店中除了有多款基隆在地的文創商品外，也有許多基隆在地小農自行開發的產品。

（註：目前門市部分於叁肆行候船室營運）

二樓則是活動和講座空間，透過中華科大建築系的巧手，打造成船艙的模樣，沿著階梯往上走，就猶如走進船艙。

The Commission Store District is one of Keelung’s four major revitalization bases, located near Keelung Train Station and rich in history and cultural significance.

The Fortune Commission Store Story House is located in the Commission Store District shopping area and has two floors:

• First Floor: The right wall features an artwork designed by Cannes Creative Festival artist Li Qin, blending historical narratives with modern storytelling. The shop offers various Keelung-themed cultural products and locally-developed items from small farmers.

(Note: Currently operating at the Sanshihang Waiting Room.)

• Second Floor: The activity and lecture space, designed to resemble a ship’s cabin by architecture students from China University of Technology. Ascending the stairs feels like boarding a ship.

崁仔頂魚市 Kanzaiding Fish Market

凌晨12點，基隆崁仔頂附近街道卻燈火通明，因為這裡是北台灣最大漁市場─崁仔頂漁市場。

崁仔頂漁市場是個凌晨才有的魚市。1929至1931年間，這裡成立了五家魚行，網羅著最新鮮的漁獲，吸引全台各縣市的海鮮餐廳老闆，不惜千里迢迢來採買新鮮魚貨，成為台灣有名的漁貨買賣市集。

後來崁仔頂的漁貨非常豐富，從台灣各地的近海、遠洋漁業的漁貨應有盡有，新鮮多樣的漁獲，讓入夜後的崁仔頂，宛如一座夜市一般的熱鬧沸揚。看著專業的糶（音同跳）手販售大量魚獲，是台灣無形的漁民文化。

At midnight, the streets near Kanzaiding Fish Market glow with bright lights, as this is Northern Taiwan’s largest fish market.

Kanzaiding Fish Market only comes alive in the early hours. Between 1929 and 1931, five fish trading houses were established here, attracting seafood restaurant owners from all over Taiwan eager to purchase the freshest fish. It became a renowned fish trading hub.

Over time, Kanzaiding’s seafood offerings expanded to include catches from coastal and deep-sea fisheries across Taiwan. The market’s vibrant scene turned it into a bustling nocturnal hub, comparable to a night market. Watching professional auctioneers in action is a cultural experience unique to Taiwan’s fishing communities.

• Arrive On Time: The event starts at 23:00. Late arrivals may disrupt the group.
• Follow On-Site Rules: The market is a workplace. Avoid obstructing vendors and follow the guide’s instructions.
• Bring Your Own Water: Stay hydrated during the tour.
• Avoid Strong-Smelling Items: Respect the market environment by not bringing items with strong odors.
• Personal Safety: The event ends late at night. Plan your return transportation in advance.

什麼是委託行？ What is a Commission Store?

1950-1980年代是委託行最輝煌的時光。

當時台灣尚未開放，外國商船和遠洋漁船的船員時常從美國、日本，攜帶日用品及衣物等進港，將貨物放置在委託行中寄賣。而委託行也會接受客戶的委託，請船員到國外帶回客戶所指定的商品。

這種買賣形式，就稱為委託行。

Its Glory Days

Between the 1950s and 1980s, commission stores flourished in Keelung. Foreign sailors often brought goods from the U.S. and Japan, placing them in commission stores for consignment. Customers could also request sailors to bring specific items from abroad.

This unique trading model became known as the commission store system.

繁華與沒落 Prosperity and Decline

船員賣舊衣舊物，委託行收購，顧客購買。

這樣特殊的商業生態，就這樣在基隆慢慢發展起來，一間又一間的舶來品商行開起，逐漸地發展為一個街區，最後甚至形成港口城市的一項特殊的文化。在委託行的全盛時期，有多達三百多間的委託行在營業，從早到晚人潮皆絡繹不絕，比肩繼踵。

直到1979年，臺灣觀光產業大幅度成長，臺灣政府正式開放國人可以自由海外觀光，各式百貨行業興起，委託行文化才逐漸沒落，最終漸漸淡出歷史的舞台。

Sailors sold second-hand items, commission stores collected them, and customers purchased them. This commercial ecosystem gradually developed into a thriving street district, eventually becoming a unique cultural feature of the port city. At its peak, over 300 commission stores operated day and night, attracting large crowds.

In 1979, Taiwan’s tourism industry boomed, and citizens gained freedom to travel abroad. The rise of department stores led to the decline of commission store culture, eventually fading from history.

現在的委託行 The Commission Store Today

委託行文化的沒落，讓委託行街區逐漸被遺忘。

直到在2016到2022年間，在地方商家與社區的努力下，陸續有青年返鄉創業，越來越多有想法的青年，在委託行扎根發展。而街區協會也為了讓更多人能了解基隆委託行，會定期進行社區營造、地方創生活動，串聯鄰里商家，定期舉辦各式市集，邀請街頭藝人或團體表演，引入新興店家入駐，為沈寂已久的委託行街區引入新的活水。

The decline of commission stores left the district forgotten until efforts from local businesses and communities between 2016 and 2022 began to revive it. Youth entrepreneurs rooted themselves in the district, bringing fresh ideas and life to the area. Regular community-building and local creative activities now link neighborhood businesses, host markets, invite street performers, and introduce new shops, revitalizing the long-dormant Commission Store District.
